FBI chemical warfare expert Stanley Goodspeed is sent in an urgent mission with an former British spy, John Patrick Mason, to prevent Gen. Francis X. Hummel from launch chemical weapons on Alcatraz Island into bay area. Gen. Hummel requires $100 million in war reparations to be paid to the families of murdered servicemen who died on covert operations. John and Stanley deal with the soldiers by themselves, after their SEAL team is wiped out.
