'Hell' is the hero of the story's name. He's a captive of the women who run the USA after a nuclear/biological warfare. Consequences of the war show all that mutants have evolved, and also the human race is due to infertility. Hell is given that the job of helping in the rescue of a group of wealthy women from the harem of their mutant leader (resembling a frog). Since he's got a bomb attached to his private roles that may detonate if he strays more than just a couple hundred yards out of his 29, hell can not escape.
