Star Chow (Stephen Chow) is a officer at the Royal Hong Kong Police's elite Special Duties Unit (SDU). During an interview with his senior officer, Inspector Yip (Deanie Ip),'' Star jokingly suggests he wishes to be reverted into the traffic unit. Star instantly finds himself demoted to Constable doing traffic responsibility on Hong Kong's roads. After being made the scapegoat for a failed school terrorist evaluation, Star resigns from law enforcement. He makes the decision to enroll at the school to establish his very own private evaluation. However, Star realises the analysis won't be easy when he discovers that the bumbling, incompetent CID detective Tat (Ng Man Tat) can be under cover at the high school.
