Is this a government effort to silence the opposition, or have our terrorist adversaries covertly taken control of our security system and turned it against us? After another big terrorist strike, the US implements a massive surveillance program in which every camera in the country is linked into the ODIN system (for Optical Defense Intelligence Network). In the name of security, law enforcement, and keeping America secure, the system comprises millions of mobile, robotic surveillance cameras known as "Eyeborgs," which monitor everyone for suspicious activity. After a series of strange killings in which the physical evidence doesn't match what the video recordings indicate, a Department of Homeland Security agent becomes dubious of the system. He now has to work outside the system to discover who is really in charge of the Eyeborgs.
