Captain Jack Schitt, Chuck Steel's long-suffering supervisor, calls him "the best God damn cop on the force" in 1986. But even this maverick, renegade, loose cannon, lone wolf, cop on the edge, and rule-breaker has his job cut out when the Governor of LA reduces club and bar licensing hours, causing a sudden, unexplainable wave of high-profile disappearances in the city. All disappearances include a bloody crime scene with no victim. The cops are baffled until one of the victims escapes. Chuck interviews the victim at the hospital and meets Abraham Van Rental, a deranged old man. He informs Chuck that the TRAMPIRES, a mutated vampire-tramp hybrid, will attack Los Angeles.
